How to read your utility's annual water quality report
Your utility's annual water quality report, called a Consumer Confidence Report, lists every regulated contaminant it tested for, the legal limit, the health goal, and the level found in your water. Reading it takes ten minutes and tells you whether the utility met standards, what disinfectant it uses, and often how hard the water is. It does not tell you what the water does to your skin, your fixtures, or your water heater. That part you learn at home.
Once a year your water utility mails or posts a document that most people never open. It looks like a spreadsheet, it uses acronyms nobody explains, and it arrives with the bill. It is also the single best source of information about what is in your tap water, and it is free. Here is how to read it in ten minutes.
What the report is
Federal law requires every public water system to publish a Consumer Confidence Report each year. It covers the previous calendar year and lists every regulated substance the utility tested for, whether any was detected, at what level, and whether the utility stayed within the legal limit. It also names where the water comes from and how it is treated, and it discloses any violations and what was done about them.
In Lee and Collier County that means one report each from the City of Fort Myers, Lee County Utilities, the City of Cape Coral, Bonita Springs Utilities, the Florida Governmental Utility Authority in Lehigh Acres, the City of Naples, and Collier County Public Utilities, among others. Each covers only its own system, so the first step is knowing which utility sends your bill.
Where to find yours
Most utilities post the current report on their website, usually under water quality or customer information, and many print a notice with the water bill pointing to it. Search for your utility’s name plus “water quality report” or “consumer confidence report.” If you rent, or your water is included in a condo association fee, the report still exists; look it up by the utility that serves the building. If you cannot find it, the utility’s customer service line can send a copy.
The columns, decoded
The heart of the report is a table, and the columns mean the same thing on every one.
- Contaminant. What was tested. Grouped by type: microbial, disinfectants and their byproducts, inorganic (metals, nitrate, fluoride), organic, radioactive.
- MCL, maximum contaminant level. The highest level allowed by law. This is the enforceable number.
- MCLG, maximum contaminant level goal. The level below which there is no known health risk. This is a goal, not a limit, and for some substances it is zero because no safe level has been set. A detection above the MCLG but below the MCL is legal and common.
- Level detected, or range. What the lab actually found, often shown as a highest value plus a low-to-high range across the year’s samples. Compare this to the MCL, not the MCLG.
- Violation. Yes or no. Whether any sample exceeded the MCL or a monitoring rule was missed.
- Likely source. Boilerplate language about where the substance typically comes from: erosion of natural deposits, runoff, treatment byproducts, and so on.
Lead and copper get their own section, because they come from household plumbing rather than the source water. The utility samples a set of homes and reports the ninetieth percentile result against an action level rather than an MCL.
Hardness and disinfectant: the two lines that matter at home
Hardness is not a health contaminant, so it is not required in the table. Some local reports list it anyway, under water characteristics or secondary standards, in milligrams per liter or grains per gallon. If yours does not, call the utility and ask; they measure it constantly. As a rough scale, water under about 3 grains per gallon is soft, 3 to 7 is moderately hard, 7 to 10 is hard, and above 10 is very hard. Most utility water here lands in the moderate to hard range, and well water is often higher.
The disinfectant is the other line to find. The report will say whether the system uses free chlorine or chloramine, either in the treatment description or in the disinfectant residual row of the table. That one word decides which carbon filter works, how long water needs to sit before it goes into a fish tank, and whether letting a pitcher stand overnight does anything for the taste. It does not for chloramine.
Also look for the source: aquifer wells, a river intake, or both, and whether treatment is lime softening, reverse osmosis, or a blend. Reverse osmosis water leaves the plant much softer; lime softened water is moderate; blended water is in between.
What “no violations” means, and does not mean
No violations means the utility met every federal and state standard for the year. That is good news and it is the report’s main purpose. Take it at face value: the water is safe to drink.
It does not mean the water is soft, tastes good, or is gentle on your water heater. Hardness, chlorine taste, dry skin, spotted glass, and scaled elements are not violations of anything. The report also describes water leaving the plant and at sampling points in the system, not water at your faucet after it has passed through the street main and your own pipes. A pre-1980s house with galvanized or old copper lines can add iron, copper, or lead that the utility never sees.
What to do with it
- Note the disinfectant. Chlorine or chloramine. This decides your carbon.
- Note the hardness, from the report or from a call to the utility. This decides whether you need a conditioner, a softener, or nothing.
- Note the treatment type. Reverse osmosis water may need very little; lime softened water usually benefits from scale protection.
- Read the violations section, even if it is empty. If there was a boil water notice or a monitoring miss, it is explained here.
- Compare it to your house. If the report says moderately hard and your showerhead is crusted over in a year, the report is right and so are you. That is what treatment is for.
Reading the report is entirely a homeowner job. Acting on it is where the line falls: whole-home equipment ties into the main line and is licensed plumbing work, and it should be sized to the numbers in the report rather than to a sales pitch.

Common questions
Is the water quality report the same as a test of my tap?
No. The report describes water leaving the treatment plant and samples taken around the system, not water at your kitchen sink. Old pipes in the street or in your house can add things the report never sees, which is why lead sampling and a home hardness test are separate steps.
Why does my report show a contaminant at all if the water is safe?
Modern labs detect almost anything at very low levels. A detection below the maximum contaminant level is normal and expected. The report is required to list every regulated substance found, even at a fraction of the limit, so a long table is not a bad sign.
What if I am on a private well?
Then there is no report. Nobody tests a private well but the owner. A lab panel for bacteria, nitrate, hardness, iron, sulfide, and pH is the equivalent, and it should be repeated yearly and after any flooding.
