Chloramine in Southwest Florida tap water: skin, hair, aquariums, and what a filter can do
Chloramine is chlorine bonded to ammonia, and many utilities here use it because it lasts longer in the pipes. That stability is the catch: it does not evaporate from a pitcher, it is harsh on skin, hair, and rubber seals, and it is toxic to fish unless the water is treated. A standard carbon filter barely touches it. Catalytic carbon does, either at the shower or, better, at the point the water enters the house.
You fill a glass, and it smells like the community pool. You let a pitcher sit on the counter overnight the way your parents did, and in the morning it still smells like the pool. That is the difference between chlorine and chloramine, and it explains a surprising number of things around a Southwest Florida house, from dry skin to a toilet flapper that lasted three years instead of ten.
Chlorine versus chloramine
Both are disinfectants that keep water safe between the treatment plant and your tap. Free chlorine is the old standard. It works fast, but it fades as water sits in miles of pipe, and it reacts with organic matter to form byproducts that utilities are required to limit. Chloramine is chlorine combined with a small amount of ammonia. It disinfects more slowly but lasts much longer in the distribution system and forms fewer of those regulated byproducts. For a utility with long pipe runs and warm water, which describes most of Lee and Collier County, that stability is attractive, and a number of utilities here have switched. Your utility’s annual water quality report says which one you have, usually on the line labeled disinfectant residual. Some utilities also switch back to free chlorine for a few weeks a year to flush the system, which is why the smell sometimes changes without warning.
Why it does not gas off
Free chlorine evaporates. Fill a pitcher, leave it uncovered, and most of it is gone by morning. Chloramine does not do that. The ammonia bond keeps it in solution for days, which is the whole point for the utility and the whole problem for you. Letting water sit, running it through a basic pitcher filter, or boiling it for a few minutes does very little. Removing chloramine takes either a chemical that breaks the bond or a carbon designed for the job.
Skin, hair, and rubber seals
- Skin. Chloramine strips natural oils the same way chlorine does, and because it lingers in the water it lingers on you. People with eczema or sensitive skin tend to notice it first, and the clue is that things improve on a trip and come back at home.
- Hair. Dull, dry, and brittle, with color treatments fading faster. A shower filter is the usual first purchase, and it does help if it is the right kind.
- Rubber and elastomers. This is the one homeowners do not expect. Chloramine attacks certain rubber compounds faster than chlorine does. Toilet flappers turn soft and sticky, faucet cartridge seals harden, washing machine and dishwasher inlet valves start to weep, and old rubber supply lines swell. If you replace flappers every couple of years, chloramine is a likely reason. Newer flappers and seals are made from chloramine-resistant compounds, so ask for those.
Aquariums, ponds, and a note on dialysis
Chloramine is toxic to fish and to the beneficial bacteria in an aquarium filter, and it does not go away by aging the water. A standard dechlorinator for free chlorine breaks the chlorine-ammonia bond but can leave ammonia behind, which is its own problem for a tank. Use a conditioner labeled for chloramine, dose for it, and do it every water change. Koi and pond owners face the same issue at a larger scale. If you keep fish and your utility uses chloramine, that one label on the bottle matters more than any other piece of equipment.
Chloramine also must be removed from water used in home dialysis. If anyone in your home is on dialysis, ask your provider what water treatment they require; the equipment and the testing are their call, not ours.
Catalytic carbon versus standard carbon
Activated carbon removes free chlorine easily. Water touches the carbon, the chlorine reacts, and it is gone. Chloramine is slower to break down, so on standard carbon it needs far more contact time than a typical filter provides, and much of it passes through. Catalytic carbon is activated carbon whose surface has been modified to speed up that reaction. It removes chloramine in the contact time a real filter offers, and it lasts longer before the media is spent. When you shop for any filter, pitcher, refrigerator, shower, or whole-home, the question to ask is whether it is rated for chloramine, not just chlorine. If the packaging only says chlorine taste and odor, assume it is standard carbon.
Shower filters versus whole-home
A shower filter screws on between the arm and the head. The good ones use catalytic carbon or a KDF media and make a real difference to skin and hair for one shower. The limits are contact time (water is moving fast) and capacity (the cartridge is small, so it is spent in a few months, and a spent cartridge quietly does nothing). It fixes one shower and nothing else.
A whole-home system installs where the water enters the house, with a tank of catalytic carbon large enough to give the water real contact time. Every shower, every faucet, the washing machine, the dishwasher, the ice maker, and every rubber seal in the house get treated water. Where this stops being DIY
A shower filter, a pitcher, and a refrigerator cartridge are yours to buy and change. Reading the water quality report is yours too: look for the disinfectant type, the residual level, and the hardness, and keep the page for whoever sizes your system. A whole-home unit is different. It means cutting the main line, adding a bypass, and often a drain and power, which is permitted plumbing work in Florida, and a system installed without a bypass or with the media tank backwards is a service call we see. Have it sized to your water and installed by a licensed plumber.

Common questions
Is chloramine safe to drink?
Yes. Chloramine is approved for drinking water in the United States and utilities use it at levels set by federal and state rules. The concerns are taste, smell, and what it does to skin, hair, seals, and fish. It is not a reason to stop drinking tap water; it is a reason to filter it if those effects bother you.
Will boiling water remove chloramine?
Not in any practical amount of time. Boiling drives off free chlorine, but chloramine is stable enough that you would need to boil for a very long time to remove a meaningful portion. Catalytic carbon or a chemical dechlorinator are the reliable ways to remove it.
Does a refrigerator filter remove chloramine?
Most refrigerator filters use standard activated carbon rated for chlorine taste and odor. Some newer ones are certified for chloramine reduction; the packaging or the certification listing will say so. If it only says chlorine, assume chloramine mostly passes through.
