Riser and stack replacement in a condo: what owners should expect
Risers carry water up the building and stacks carry drains down, and both age out on their own schedule. A replacement is done one stack at a time: every unit on that stack is opened at the same wall, water is off for that column during the working day, and the pipe is swapped and tested before the next stack starts. Expect notices, a crew in your unit for several days, a patched wall, and some temporary water. The declaration and the contract decide who restores the finishes.
The notice arrives in the mail or under the door: the association is replacing the risers, or the stacks, or both, and your unit is on stack C, scheduled for a window in the spring. This guide explains what the project is, how it usually runs, and what to ask so the weeks it takes are inconvenient rather than alarming.
Why risers and stacks fail
Risers are the vertical supply pipes that carry hot and cold water up the building, one set per column of units. Stacks are the vertical drains and vents that carry waste down and air up the same column.
Supply risers fail by material. Galvanized steel rusts from the inside until the flow at the top floor is a trickle and the water runs brown after every shutdown. Copper gets pinholes, often clustered on one stack where velocity or water chemistry is worst. Polybutylene and early CPVC from the 1980s and 1990s go brittle and split, usually at fittings, and a building with one such failure has the same pipe on every floor.
Drain stacks fail by era. Buildings from before the mid-1970s have cast iron, which scales and channels along the bottom until a section rots through. The symptoms are a stack that backs up into a lower unit when the upper units run water, a sewer smell in a chase, and ceiling stains that do not match any supply leak. The board usually acts when the repair frequency on one stack becomes a pattern, or when a reserve study or a camera inspection says the pipe is near the end.
How the project is phased
Nobody replaces every pipe in the building at once. The work runs by stack. Every unit in one column is opened at the same wall over the same period, the old riser or stack is cut out floor by floor, the new pipe is set and connected to each unit’s branch, the column is tested, the walls are closed, and the crew moves to the next stack.
Supply risers and drain stacks are often separate projects. Risers are smaller pipe, faster to swap, and the shutdown is water off for that column during working hours. Stacks are larger, involve the drain and the vent, and the shutdown is do not use those fixtures while the stack is open.
Where the camera shows the drain stacks are sound enough, the board may choose lining, which rehabilitates the pipe from inside with fewer wall openings. Supply risers are rarely lined.
Water shutdowns, notices, and temporary water
Expect several kinds of notice: a project schedule by stack, a notice for your stack a week or more ahead, and a daily or next-day notice when water will be off. On a riser project the column is typically dry during the working day and back on by evening, with the crew flushing the new pipe before it is turned over. Run your faucets until the water runs clear when it returns.
On longer projects the contractor may run temporary supply lines through the corridor or the chase so the column has water while the old riser is out. Ask how your stack is being isolated; in a building with one main and no isolation valves, more units go dry than the one being worked on.
Drain stack shutdowns are stricter: while the stack is open, using a toilet or shower on that column sends water onto the crew below. The notice will say which fixtures.
Inside your unit: access, dust, and who restores the wall
The crew needs the wall where the riser or stack lives, usually behind the tub or shower, behind the toilet, or at the kitchen wall. They need a clear path from the door, the fixtures on that wall accessible, and vanities or built-ins that block the wall moved or opened. Plan on a plumber and a drywall crew in your unit for several days, with a lockbox or a key with management if you are away.
Move what you value out of the room and cover furniture. Expect noise, especially on cast iron, which is cut out in sections, and dust from the wall. Elevators will be in service use, stairwells will have hose and pipe in them, and the garage becomes a staging area. Seasonal owners should ask whether their stack can be scheduled while they are away, which many boards prefer.
When the water is back, check your own side: angle stops under the sinks, supply lines to toilets and faucets, the water heater connections, and the shower valve. Old angle stops that have not been turned in years often fail the first time they are worked, and those are usually the owner’s, not the project’s. Replacing them is a licensed plumber’s job, ideally while the wall is open. Do not reconnect or modify anything at the wall opening yourself. The joint between the new riser and your branch is the contractor’s, permitted and inspected, and touching it can shift responsibility to you.
Who restores the wall is the question that causes the most friction, and the answer lives in two documents: the declaration, which says what the association must restore when it opens a unit to maintain a common element, and the contract, which says what the contractor’s scope includes. A common arrangement is that the contractor closes the wall with drywall to a paint-ready finish and the owner is responsible for tile, wallpaper, cabinetry, paint, and anything custom on that wall. Tile is the sore point: a matching tile for a 1985 bathroom rarely exists. Ask in writing before the wall is opened, and photograph it before the crew arrives.

- Which stacks, in what order, and where is mine on the list?
- Risers, stacks, or both, and is any of it lining rather than replacement?
- How is my stack isolated, and how long will water be off each day?
- Exactly which wall in my unit, and what must I move?
- What does the contractor restore, and what is on me?
- Who holds the permit, and when is the inspection?
- Where do I send a problem after the water comes back on?

Common questions
Can I refuse access to my unit for the work?
Your declaration and Florida law generally give the association a right of access to maintain common elements, with reasonable notice. Refusing usually delays the whole stack, and boards can pursue the cost against the owner who caused the delay. If you have a real conflict, tell management early so your unit can be scheduled around it.
Will my own fixtures and water heater be affected?
The connection between the new riser and your branch is the contractor's. Everything past it is yours, and old angle stops, supply lines, and heater connections that have not been disturbed in years sometimes fail when the water comes back. Check them the first evening, and consider replacing tired angle stops while the wall is open.
Can the association line the pipes instead of replacing them?
Sometimes, for drain stacks and the horizontal collectors, where a camera shows the pipe is intact enough to hold a liner. Supply risers are rarely lined. Lining means fewer wall openings and a shorter shutdown, but not every building qualifies, and the camera inspection is what decides it.
