Plumbing items for a condo reserve study

Short answer

A reserve study lists the building's major components, their condition, and when they will likely need replacement, so the association can fund the work over time instead of assessing for it all at once. The plumbing section should cover risers, drain and vent stacks, main shutoffs, backflow devices, booster pumps, any common water heater, sewer laterals, and the drain lines under the slab. Condition comes from age, a camera, pressure and flow testing, and the building's leak history, written up by a licensed plumber.

A reserve study is the document that tells a condo board what the building will need and roughly when, so the money is there before the failure is. Plumbing often gets a single row, an age copied from the plans, and a guess. Then a riser lets go in February, three units are wet, and the board is holding a special assessment meeting. This guide is for board members and managers who want the plumbing section done properly.

What a reserve study is, and why plumbing is in it

A reserve study inventories the major components the association is responsible for, rates the condition of each, estimates how much useful life remains, and sets a funding plan so replacement money builds over the years instead of arriving as an assessment. Florida tightened the rules after the Surfside collapse. Condominium buildings of three stories or more now need a structural integrity reserve study, and plumbing is one of the components the statute names alongside the roof, structure, waterproofing, electrical, and fireproofing. The covered buildings, deadlines, and update interval have changed more than once; your attorney and reserve specialist are the authority on what applies.

What does not change is that the plumbing line is only as good as the inventory and the inspection behind it. A reserve specialist can price a riser replacement, but someone has to tell them what the risers are made of and what shape they are in.

The plumbing components a board should list

Everything the association owns that carries water in or out of the building belongs on the list, with material, age, and location. The usual set in a Southwest Florida mid-rise or high-rise:

  • Water risers. The vertical hot and cold supply pipes feeding each column of units. Galvanized steel in the oldest buildings, copper in most, CPVC or polybutylene in buildings from the 1980s and 1990s.
  • Drain and vent stacks. The vertical drains each column shares, and the horizontal collectors they join in the garage or ground-floor ceiling. Cast iron in buildings from before the mid-1970s, PVC after.
  • Main shutoffs and riser isolation valves. The difference between shutting one stack for a repair and shutting the whole building. Gate valves that no longer close are at the end of life.
  • Backflow prevention devices. On the domestic service, the fire line, and irrigation. Tested on the utility’s schedule and replaced when parts stop being available.
  • Booster pumps and pressure tanks. Taller buildings have a pump package with motors, controls, and tanks, each with its own life.
  • Common water heaters and recirculation. Buildings with a central hot water plant list the heaters, storage tanks, mixing valves, and the recirculation pumps and piping.
  • Sewer laterals and lift stations. The line from the building to the utility main, and any private lift station with its pumps and floats.
  • Drain lines under the slab. The ground-floor collectors buried in or below the slab. The hardest item to inspect, the most disruptive to replace, and the one most often missing from the study.

Fixtures, angle stops, branch lines, and unit water heaters are usually the owner’s and stay off the list; your declaration decides the boundary.

How condition is assessed

Age alone is not a condition. A plumber works from several sources at once:

  • Plans and permits. What was installed and what has already been replaced, stack by stack.
  • The leak log. Management’s repair history, sorted by stack and by year. Two leaks on the same riser in a year say more than any age table.
  • Visual inspection. Exposed pipe in the garage, mechanical rooms, and chases: corrosion, repair clamps, wet insulation, green stains on copper, rust blisters on cast iron.
  • Camera inspection. A camera through the stacks, collectors, and laterals shows scaling, channeling along the bottom of cast iron, roots in the lateral, offsets, and bellies. Cast iron often needs descaling first so the camera sees the pipe wall instead of the buildup.
  • Pressure and flow. Static pressure at the top and bottom floors, flow at a top-floor fixture, and where the valves allow it, a pressure hold test on an isolated riser.
  • Valve exercise. Every isolation valve is worked. One that will not close, or will not open again, goes on the report.

Thinking about remaining life without a crystal ball

The study wants a number of years. A plumber can give reasoning that supports one without pretending to know the date. Material and era set the starting expectation; the evidence moves it. A cast iron stack with heavy scale and channeling on camera is near the end whatever its age says. A copper riser with pinholes clustered on one stack is a stack problem, and that stack is ahead of the others. A building on Fort Myers Beach with salt air in the garage ages its exposed pipe faster than the same building inland. A leak log that goes from one repair a year to one a quarter is a curve, and the curve is the forecast.

The report should also separate replace from rehabilitate. Drain stacks and collectors can sometimes be lined; risers usually cannot. They are different projects with different money. Fund for a range, revisit after each camera run, and move items up the list when the evidence says to.

What a plumber’s report should contain

Ask for a written report, not a conversation. It should include the component list with material, age, and location; the source of each age (plans, permits, or estimate); the inspection methods used and where; camera recordings and photos labeled by stack; test results; a plain condition rating per component; the leak history summarized by stack; a recommended action for each item, marked monitor, repair, rehabilitate, or replace, in priority order; and anything that could not be inspected and why. The license number of the plumber who did the work goes on it.

Where the board’s job ends and the plumber’s begins

Before anyone is hired, the board and manager can pull the plans and permits, build the leak log by stack, locate and photograph every shutoff, and walk the garage ceiling with a flashlight. Opening chases, running a camera through a stack, isolating a riser, testing a backflow, and rating the condition of pipe belong to a licensed plumber, and the study itself belongs to the reserve specialist or engineer the statute requires.

Common questions

Does a reserve study replace a plumbing inspection?

No. The study is a funding document prepared by a reserve specialist or engineer. It relies on someone having inspected the plumbing and reported on it. Without a plumber's camera work, pressure readings, and valve exercise behind it, the plumbing line is an age from the plans and a guess.

How often should the plumbing section be updated?

Whenever something changes the picture: a stack is replaced, a camera run finds new deterioration, or the leak log shows a stack getting worse. The statute sets a minimum interval for the study as a whole; the plumbing evidence should be refreshed at least that often and after any bad leak season.

Can the association's regular plumber write the report?

Yes, and often that is the best choice, because they know the building's history. Ask for it in writing, with the inspection methods, recordings, and a condition rating per component, so the reserve specialist can use it. If the statute requires a particular professional for the visual inspection, the plumber's report supports that person's work.
