Water heater in a closet or attic: pans, drains, and what code wants
Any water heater where a leak would damage the house needs a pan under it, and the pan needs its own drain to the outside or an approved drain point. The relief valve gets a separate discharge line that runs downhill and ends where you can see it. Attic units also need a platform, a walkway, and lighting. An inspector checks all of it on a replacement, and an old install that has none of it is worth retrofitting before the tank fails.
Most water heaters in Lee and Collier County sit in the garage, where a leak runs across the concrete and out the door. The ones that cause real damage are inside: a laundry room, a hall closet, a utility closet in a condo, or the attic of a two-story home built without a garage spot for it. A forty gallon tank that lets go in a closet puts water into carpet, baseboards, and the drywall of the next room within minutes, and in our humidity mold is not far behind.
That is what the pan, the pan drain, and the relief valve line are for. They are the least glamorous parts of a water heater install and the ones an inspector spends the most time on.
When a pan is required
The Florida Building Code requires a pan under a storage tank water heater wherever a leak would cause damage to the building. In practice that means every heater inside the conditioned house, every heater in an attic, and every heater on a floor above living space. A garage on a bare slab that slopes to the door is the usual exception, and even there many plumbers put one in, because the wall behind the heater often has a bedroom on the other side.
The pan is a shallow tray of metal or plastic, wider than the tank on every side, with a fitting on one side for a drain. It is not there to hold forty gallons. It is there to catch the slow weep from a corroding tank or a dripping fitting and carry it away before it reaches the floor.
Where the pan drain has to go
A pan without a drain is a bucket, and a full bucket overflows. Code requires the pan to drain through its own line, at a fixed minimum size, to an approved point: outside the building where the outlet is visible, or an indirect waste receptor such as a floor drain or a laundry standpipe with an air gap. It cannot dead-end inside a wall, tie into a sanitary drain without an air gap, or spill into the pan under the air handler and hope for the best.
On a slab home with the heater in an interior closet, the honest answer is that a pan drain often has to run through the attic and out an exterior wall, or drop into an existing indirect drain nearby. That is more work than setting a pan, and it is why so many older installs have a pan with the drain fitting still capped. A capped pan is the one to worry about: it hides the first sign of a leak until the pan is full.
The relief valve discharge line
The temperature and pressure relief valve on the side or top of the tank is a separate system and gets a separate line. When it opens, it can release scalding water at full pressure, so code is specific: the line runs full size from the valve with no reduction, no valves, no caps, and no threaded end that someone could plug later. It runs downhill by gravity, in material rated for hot water, and it ends where a discharge would be seen and would not hurt anyone: a short distance above the floor or pan, or outside the building at a visible point.
A line that ends in the pan is common and usually accepted, as long as the pan drains. A line that ends inside a wall, runs uphill, or has been capped because it dripped is a code violation and a scald hazard. If yours drips, the valve or the house pressure needs attention, not the pipe.
Attic installs: platform, access, and a second line of defense
An attic water heater has the same pan and drain rules plus a few of its own. The unit sits on a solid platform strong enough for a full tank. There is a walkway from the attic access to the platform, wide enough to carry a tank across, and a clear working space in front of the heater. There is a light and a receptacle at the unit, and the access opening is large enough to get the old tank out and the new one in.
Because nobody looks at an attic heater, add a leak sensor in the pan. The simple ones sound an alarm; the better ones close an automatic shutoff valve on the cold supply, which is the difference between a wet pan and a wet ceiling. A sensor is not a substitute for a pan drain, but on a heater you see twice a year it is the only early warning you will get.
What the inspector looks at
A replacement water heater is permitted work in Florida, and the inspector on the replacement permit is checking the install, not just the tank. Expect the pan, the pan drain and where it terminates, the relief valve, the discharge line and where it ends, the expansion tank where the home has a backflow device or pressure regulator, the electrical connection or the gas line and venting, and on a gas unit in a garage, that the burner sits at the required height above the floor. In an attic, the platform, walkway, light, and access come with it.
Retrofitting an old install
If your heater is inside the house and has no pan, a pan with a capped drain, or a relief line that goes nowhere, you do not have to wait for a failure to fix it. Setting a pan under an existing tank means draining and lifting the unit, so it is usually done at replacement. Adding a pan drain or correcting the discharge line can be done on its own, and on a heater past ten years old it is worth pairing with the replacement so one permit covers all of it.
The DIY line here is short. You can check the pan for water, confirm the drain fitting is connected to something, and follow the discharge line to see where it ends. Cutting a pan drain through an exterior wall, running a new discharge line, or moving a heater is licensed plumbing work, and the permit and inspection are what protect you if an insurer or a buyer asks later.

Common questions
Does a garage water heater need a pan?
Usually not, if the floor is bare concrete that slopes to a door and a leak would not reach finished space. Many plumbers install one anyway because a garage here often has a finished room on the other side of the wall, and a pan costs little compared with wet drywall. Ask what your inspector expects.
Can the pan drain just go into the pan under the AC air handler?
Sometimes the two share a route to the outside, but the pan drain has to be its own line from the pan to an approved point. Tying it into a condensate line that can back up, or leaving it to spill into the air handler pan, is not an approved termination and will be flagged.
Is a leak sensor a substitute for a pan drain?
No. A sensor tells you there is water; a drain gives it somewhere to go. Sensors are a good second layer, especially with an automatic shutoff valve, and they are the only warning you get on a heater you rarely see. The pan and the drain are still what code asks for.
